Managing FOI requests (sometimes known as FIPPA or FOIP requests) is an important part of municipal operations. Typically handled by Legislative Services teams, the FOI response process can be a cumbersome, time-consuming endeavour spanning multiple departments. Additionally, legislation severely restricts cost recovery — mandating the first 3 hours of labour to process a request must be free of charge, limiting the hourly rate at which additional hours can be billed, and excluding legislative services staff time from cost recovery entirely, among other constraints.
